Zach Howe is an Assistant United States Attorney in the U.S. Attorney’s Office for the Southern District of California. Since joining the office as a member of the criminal appeals section in 2018, he has acted as lead counsel in dozens of appeals and presented argument 40 times in the U.S. Court of Appeals for the Ninth Circuit. He has litigated claims involving the Second Amendment, the non-delegation doctrine, substantive due process, the Excessive Fines Clause, and various constitutional provisions governing criminal procedure. Zach has also tried nine cases to jury verdict, including cases involving bank robbery, drug smuggling, and gun crimes. Before joining the U.S. Attorney’s Office, Zach handled civil appeals on behalf of corporate clients at Vinson & Elkins LLP, represented the State of Ohio in appellate matters while serving as the Simon Karas Fellow in the Ohio Solicitor General’s Office, and clerked for Judge Leslie H. Southwick on the U.S. Court of Appeals for the Fifth Circuit. He is a graduate of Harvard Law School.
