Phoebe Dunn is CEO of mRNA Victoria, spearheading the government’s strategy to build a world-class mRNA ecosystem in Victoria, Australia. Phoebe leads mRNA Victoria with strategic vision and deep public sector expertise, bringing over two decades of experience spanning the public, private, and community sectors. Her career has been defined by an ability to align complex stakeholder needs into results, including forging productive partnerships between government and industry to translate policy ambition into tangible community and economic outcomes. Having designed and delivered major policy reforms and large-scale commercial projects, Phoebe understands both the rigour required to build enabling environments for innovation and the commercial acumen needed to move ideas from lab to market. At mRNA Victoria, she applies this expertise across the full ecosystem - from foundational research and development through to translation, commercialisation and sovereign manufacturing. Phoebe is deeply committed to realising the transformative potential of mRNA technology, not just for Victoria and Australia's economy, but for global health benefits.
