Masahiro Mori

Mr. Mori joined the MHLW in 1995 and has since developed a wide-ranging career spanning health policy, social security administration, international affairs, and government leadership.
In 2005, he served as First Secretary at the Embassy of Japan in the United States. In 2013, he became Director General of the Health and Welfare Bureau for the City of Okayama, overseeing municipal-level health and welfare services. In 2015, he was appointed Director of the Pension Department at JETRO New York. Back in Japan, he served as Counsellor at the Prime Minister’s Office in 2018, where he took part in high-level policy coordination.
Following several senior executive positions, in 2024, he was appointed Assistant Minister, supporting ministry-wide management and strategic planning. Since July 2025, in his current role, Mr. Mori is leading initiatives to enhance Japan’s pharmaceutical innovation environment and to accelerate digital transformation across the healthcare sector.
Mr. Mori holds an MBA from Johns Hopkins University and a Bachelor of Law from Keio University.
