Administration for Strategic Preparedness and Response (ASPR)
Dr. Julia Limage is the Director for the Office of Strategy, Policy, and Requirements at the Administration for Strategic Preparedness and Response (ASPR) within the Department of Health and Human Services. In this role, she protects our nation's health and security by ensuring a coordinated strategic approach to ASPR's preparedness, response, and recovery activities related to public health emergencies and disasters. Among other topics, her portfolio includes development of the National Health Security Strategy and management of the interagency Public Health Emergency Medical Countermeasures Enterprise.
From 2019-2023, Dr. Limage served as the Associate Deputy Assistant Secretary and Acting Deputy Assistant Secretary for Strategy, Plans, and Policy at the Department of Homeland Security (DHS) Countering Weapons of Mass Destruction Office. In this position, Dr. Limage led development of synchronized policy, strategy, and plans on chemical, biological, radiological, nuclear, and other health security issues.
Previously, Dr. Limage was the Director of Public Affairs and Policy Coordination for the DHS Office of Health Affairs where she oversaw development of health security policy and communications for a wide variety of internal and external stakeholders.
Prior to joining DHS, Dr. Limage spent four years at the Defense Threat Reduction Agency where she was a core member of the agency’s Regional Contingency Teams and provided full time operational planning and policy support for both the operation to remove and destroy Syria’s declared chemical weapons stockpile, and the U.S. government response to the Ebola outbreak in West Africa.
Dr. Limage holds a Bachelor of Science from Vanderbilt University, and a Ph.D. in Ecology and Evolutionary Biology from Yale University.
