Jenny Ligon serves as Strategic Bio Innovation Program Advisor within Advanced Technology International’s (ATI) TechConnect Division, where she supports national efforts to accelerate health and biotechnology innovation through government–industry collaboration. In prior roles at ATI, she served as Ecosystem Liaison for the ARPA-H Customer Experience Hub and as part of the Medical & Threat Countermeasures leadership team, working across federal sponsors, industry, and startup ecosystems to shape program strategy, strengthen stakeholder engagement, and translate emerging capabilities into mission-aligned solutions.
Before joining ATI, Jenny spent 16 years within the Texas A&M University System in senior leadership roles spanning applied research, workforce development, and large-scale federally funded initiatives. She served as Senior Associate Director of the National Center for Therapeutics Manufacturing, leading BARDA-, NIIMBL-, and state-sponsored training and advanced biomanufacturing programs, and held leadership positions supporting DHS- and HHS-sponsored centers focused on supply chain resilience, border security, and emergency preparedness. Across her career, she has focused on building cross-sector partnerships and scaling innovation from early concept to national implementation.
