Capability Program Executive for Chemical, Biological, Radiological and Nuclear Defense (CPE CBRND)
Ms. Jennifer Dabisch is the Director for Acquisition and Systems Management (DASM) for the Capability Program Executive for Chemical, Biological, Radiological and Nuclear Defense (CPE CBRND). In this role, Ms. Dabisch serves as a key senior advisor to improve acquisition rigor and discipline across the CPE CBRND’s acquisition portfolio. She oversees and implements acquisition policy and supports the Joint Project Managers and Joint Project Lead as they prepare for milestone decisions while bringing together multi-functional teams from across the organization to resolve issues and challenges prior to a milestone decision.
Prior to her current position, Ms. Dabisch held numerous positions within JPEO CBRND, including the Assistant Joint Program Executive Officer for Medical Regulatory and Acquisition Strategy where she led a multidisciplinary team of regulatory, quality, and medical acquisition professionals in providing regulatory guidance to ensure that joint requirements and plans were integrated into robust regulatory strategies that encompassed the entire product life cycle from research and development through U.S. Food and Drug Administration (FDA) approval.
She also previously served as the Deputy, Senior Director for Medical Regulatory; Joint Product Manager (JPdM) for Diagnostics; Deputy, JPdM Diagnostics; Deputy, Joint Product Office for Biosurveillance (Provisional); Assistant Program Manager; Science Manager; Acquisition Program Analyst; and Cost Analyst. Concurrent to her role as the Deputy, JPdM Diagnostics, she also served in a two-year assignment as the Executive Secretariat for the Subcommittee on Biological Defense Research and Development at the White House Office of Science and Technology Policy (OSTP).
She holds a Master of Science in National Resource Strategy with a concentration in Senior Acquisition and Biotechnology from the Dwight D. Eisenhower School at the National Defense University, and a Bachelor of Science in Biology from the University of Mary Washington.
Ms. Dabisch holds a Project Management Professional certificate and previously held a Defense Acquisition Certification in Program Management (Level III). She is a recipient of the Armed Forces Civilian Service Medal, Superior Civilian Service Award, multiple Commander's awards for Civilian Service. In 2018, she received a Bronze Edison Innovation Award for work on the Next Generation Diagnostic System.
