H.E. Dr. Noura Al Ghaithi

Her Excellency Dr. Noura Al Ghaithi serves as the Undersecretary of the Department of Health – Abu Dhabi (DoH), where she plays a pivotal role in shaping the future of the Emirate’s healthcare sector. She oversees the Department’s strategy, ensuring its continuous alignment with Abu Dhabi’s vision for a world-class healthcare system in line with international best practices. Dr. Al Ghaithi is at the forefront of driving innovation in healthcare, leveraging advanced technologies, such as Artificial Intelligence (AI) and big data to enhance medical research, optimize patient care, and improve overall healthcare outcomes. She has been instrumental in advancing precision medicine and genomics, integrating data-driven approaches to enable early disease detection, personalized treatments, and targeted interventions that enhance patient outcomes and public health strategies. Furthermore, she oversees the development of the Emirate’s models of care, ensuring they are designed to enhance the efficiency, quality, and accessibility of healthcare services across the Emirate. Her Excellency is also deeply committed to developing workforce capabilities and advancing Emiratisation in the healthcare sector, spearheading initiatives that empower and cultivate local talent. In collaboration with stakeholders across the sector, the Undersecretary is leading sustainability efforts, redefining operational excellence, and advancing DoH’s ambitious environmental and healthcare sustainability goals. She also plays a critical role in strengthening Abu Dhabi’s emergency preparedness and crisis response framework to ensure the healthcare system remains resilient in times of crisis. With a distinguished career in healthcare leadership, Dr. Al Ghaithi has held several senior positions at renowned healthcare institutions, including CEO of Ambulatory Healthcare Services – SEHA, one of the region’s largest outpatient networks, and Managing Director of Yas Clinic Group. A visionary and result-driven leader, Dr. Al Ghaithi has been honored with numerous prestigious awards, including the Healthcare Facilities Sustainability Diamond Award from the Arab Hospitals Federation, the Women Leaders Award from the Harvard Business Council, and recognition among the Top 20 Arab Women in Government by Forbes Middle East. Dr. Al Ghaithi is an active member of key national committees and boards, contributing to the advancement of healthcare policy, sustainability, and innovation. She serves on the Abu Dhabi Well-being Committee, the Climate Change Strategy Committee, the Board of Trustees for the Family Care Authority, the Abu Dhabi Quality and Conformity Council, and the Board of the Emirates Red Crescent. Dr. Al Ghaithi holds a Bachelor of Medicine and Bachelor of Surgery (MBBS) from UAE University (2006). She is a consultant physician and holds the Arab Board certification in Family Medicine. Further, she earned a Master’s Degree in Healthcare Quality and Safety Management from the Royal College of Surgeons in Ireland (RCSI) and is certified by the American Board in Healthcare Quality.
