Joseph “Joe” Hamel currently serves as the Director of the Enabling Innovation and Technology for the Office for Industrial Base Management and Supply Chain (IBMSC), which is housed within the Department of Health and Human Services (HHS). Joe has spent more than 23 years leading biological defense and security initiatives within both the public and private sectors. He has led diverse teams to develop and deploy all-hazard defense technologies and enhance facility security and laboratory safety practices worldwide. Joe previously served as a Program Manager within the Johns Hopkins University Applied Physics Laboratory, where he led systems biology and national health research initiatives. Joe was also responsible for execution of the $1B per year U.S. Department of Homeland Security (DHS) Protective Security Officer Program, implementing quality management, contracting, and administrative efforts to ensure the safety of over one million daily occupants and visitors to Federal facilities. Prior to joining DHS, Joe served as the program manager within the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD). In this role, he led Department of Defense (DoD) initiatives to deploy novel global biological surveillance and response capabilities. Joe received his Bachelor of Arts in Molecular Biology from Colgate University, and his Master of Science in Biotechnology from The Johns Hopkins University. He is also the recipient of the U.S Army Achievement and Commendation Medal for Civilian Service for his contributions towards the establishment of global biosecurity initiatives. Joe has earned multiple superior service medals from ASPR and received a personal letter of commendation from the President for his actions during the COVID-19 pandemic response.
